Background
The Tenure Facility is the first and only international financial mechanism exclusively focused on securing land and forest rights for Indigenous Peoples and local communities in the tropics. We provide grants and technical assistance to promote the implementation of policies supporting communal territorial rights, culturally appropriate rural development, and gender equality, address global climate goals, and reduce local conflicts.
Regional funding initiatives, policy dialogues, coordination bodies, and communications efforts can accelerate the recognition of the land and forest rights of Indigenous and Afro-descendant Peoples, and other traditional communities in the Amazon Basin, as well as the good governance of the territories they manage. Such regional efforts can demonstrate the benefits of these rights and practices, disseminate promising approaches, mobilize resources, and foster trust and collaboration between different groups.
Purpose of role
The Amazon Basin Regional Programme Officer is responsible for facilitating and managing grants at the Pan-Amazon level. They will work closely with the Tenure Facility team and the Indigenous, Afro-descendant, and community organizations it funds to advance regional processes, funding, and policies.
This position aims to strengthen territorial rights and governance by fostering alliances, co-sponsoring events, and providing catalytic funding. This is a long-term consultancy role, supported by multi-year funding.
Role summary
- The Officer will develop and implement strategies to support regional platforms and processes, influencing regional policies and funding.
- Coordinate studies, nurture partnerships, facilitate dialogues, and manage regional grant-making, planning, and reporting.
- Promote policy events and dialogues across the Amazon Basin, often in collaboration with other organizations.
- Design funding strategies, review proposals, negotiate with partners, and oversee project implementation and reporting.
- Foster strategic partnerships and identify opportunities for co-financing and collaboration.
- Engage with Indigenous, Afro-descendant, and community leaders, government officials, funding agencies, and NGOs.
- Report to the Amazon Basin Coordinator and coordinate with other team members, short-term consultants, and the Tinta NGO.
Essential job functions
- Provide leadership for regional processes at the Pan-Amazon level, coordinating with global, national, and regional efforts.
- Prepare work plans, budgets, and monitor implementation.
- Participate in regional assessments and scoping studies to identify strategies and potential partners.
- Build lasting alliances with Indigenous, Afro-descendant, and community platforms, other funders, and key stakeholders.
- Ensure meaningful engagement of local communities and the organizations that represent them in decision-making processes.
- Oversee the selection, monitoring, and evaluation of Tenure Facility grants.
- Maintain regular contact with grantees and facilitate access to stakeholders and resources.
- Collaborate with regional coordinators to align regional efforts with organizational strategies and policies.
- Ensure timely and high-quality reporting for both internal and external stakeholders.
- Work with the Monitoring, Evaluation, and Learning Team, as well as Development and Communications units, to ensure effective monitoring, evaluation, and communications.
- Manage staff or consultants assigned to regional processes, providing mentoring and support.
- Lead by example and maintain a culture aligned with the Tenure Facility’s values.
Experience and skills
- Experience with Indigenous, Afro-descendant, and community land and forest rights, territorial governance, gender equality, and the protection of forests in the Amazon Basin.
- Strong leadership and management skills with a collaborative and positive approach.
- Ability to work with diverse stakeholders to achieve results.
- Fluency in Spanish, Portuguese, or English (additional languages are a plus).
- Strong communications skills.
- Experience with regional policies, funding initiatives, and organizations in the Amazon Basin.
- Previous grant-making experience is a plus.
- A strong network within the region will be beneficial.
- Candidates from Indigenous, Afro-descendant, or traditional communities are encouraged to apply.
- Practical experience is as important as formal educational credentials.
Terms and conditions
- Standard work week of 40 hours, with additional hours as necessary.
- International and domestic travel required, primarily within the Amazon Basin countries.
